Local Government for Yorkshire and Humber - Restructuring Toolkit

The Yorkshire and Humber region sought to resource the Restructuring toolkit as a consortium. Faced by similar challenges of reorganisation, the group wanted an easily accessible online resource accessible by HR and managers responsible for implementing change.

Background
Local Government Yorkshire and Humber (LGYH) is the regional partnership of local authorities, which enables them to work together and collaborate on issues of common purpose. Early in 2010 LGYH agreed they needed to work together to find a “more for less” solution to the costs of restructuring and identified Penna as a potential partner organisation with the right experience and knowledge.

The requirement
Local Government Employers are experienced in managing change within their organisations. However, there has been little on the scale currently planned. The main implication of this change would be a greater reliance on line managers to actively implement change including staff redeployment and redundancies. The group wanted a toolkit that could give managers the information and support they need to implement the required actions within limited input from a scarce HR resource.
